[X86] combineConcatVectorOps - fold concat(movddup(x),movddup(y)) -> movddup(concat(x,y)) 

For AVX2+ targets this requires us to also recognise v4f64 concat(broadcast(x),broadcast(y)) -> movddup(concat(x,y))
