[RISCV] Combine HasStdExtZfhOrZfhmin and HasStdExtZfhmin. NFC (#78826)

I kept the AssemblerPredicate and diagnostic from HasStdExtZfhOrZfhmin
that mentions both extensions, but replaced all uses with
HasStdExtZfhmin.

Same for the Zhinxmin equivalent.
