Revert "[DebugMetadata][DwarfDebug] Fix DWARF emisson of function-local imported entities (3/7)" 

This reverts commit ed578f02.

Tests llvm/test/DebugInfo/Generic/split-dwarf-local-import*.ll fail
when x86_64 target is not registered.
