add_tablegen: Remove LLVM_ENABLE_OBJLIB 

- It doesn't work if `ALL_FILES` has `$<TARGET_OBJECTS>` with Makefile generator.
- It was a micro-optimization in the ancient age. (introduced in rGe6bc093b)
