[llvm] Disable LLVM_ENABLE_PER_TARGET_RUNTIME_DIR for Arm Linux

I did this before but the other change got reverted and relanded
recently.

arm vs armhf isn't handled correctly so this setting doesn't work
for 32 bit Arm Linux. Causing failures like:
