[StructuralEquivalence] improve NTTP and CXXDependentScopeMemberExpr comparison (#95190) 



improve `ASTStructuralEquivalenceTest`:

1. compare the depth and index of NTTP
2. provide comparison of `CXXDependentScopeMemberExpr` to `StmtCompare`.
