[NFC][SCEV] Add NoWrapFlag argument to InsertBinOp

'Use wrap flags in InsertBinop' (rL362687) was reverted due to
miscompiles. This patch introduces the previous change to pass
no-wrap flags but now only FlagAnyWrap is passed.
