[LowerMatrixIntrinsics] writeFnName - don't dereference a dyn_cast<>. NFC.

dyn_cast<> can return null - use cast<> instead to assert the cast is valid before dereferencing the casted pointer.

Fixes static-analyzer null dereference warning.
