[mlir][bazel] Partial fix for 513cdb82. (#85604) 

Adds a separate target for bufferization interfaces.

`//mlir:ArithDialect` would need to depend on
`//mlir:ValueBoundsOpInterface` as well, but that's creating a circular
dependency.
