Revert "[SLP]Do extra analysis int minbitwidth if some checks return false." 

This reverts commit ea429e19 to fix
issues revealed in
https://lab.llvm.org/buildbot/#/builders/186/builds/15299 and https://lab.llvm.org/buildbot/#/builders/238/builds/8426.
