[LV] Pass VectorHeader block to emitTransformedIndex (NFC).

Pass in the vector header instead of relying on ILV::LoopVectorBody.
This reduces the dependence on state from ILV. Where VPTransformState is
available, State.CFG.PrevBB can be used.
