[clang][NFC] Adjust TBAA Base Info API (#73263) 

A couple of cleanups.

1) remove an unnecessary check from isValidBaseType.

2) Add a new internal entrypoint 'getValidBaseTypeInfo', for uses where the type is known to be valid.
