sanitizer_common: prohibit Mutex(LINKER_INITIALIZED)

Mutex does not support LINKER_INITIALIZED ctor.
But we used to support it with BlockingMutex.
To prevent potential bugs delete LINKER_INITIALIZED Mutex ctor.
Also mark existing ctor as explicit.
