[lldb][NFC] Make GetResumeCountForLaunchInfo return an unsigned. 

The number of resumes should always be positive to let's make this an
unsigned everywhere. Also remove the unused 'localhost' parameter from
ConvertArgumentsForLaunchingInShell.
