[CodeGen] Fix warnings in getZeroExtendInReg

We should be using getVectorElementCount() to assert that two types
have the same numbers of elements. I encountered the warnings while
compiling this test:

  CodeGen/AArch64/sve-intrinsics-ld1.ll
