[clang][Interp] Support AddOffset with 128bit offsets (#68679)

We do a similar thing a few lines above for `Index`:

```c++
  // Get a version of the index comparable to the type.
  T Index = T::from(Ptr.getIndex(), Offset.bitWidth());
```
