[ELF] adjustOutputSections: update sortRank. NFC

... as flags have changed. This allows us to revisit the
`osd->osec.hasInputSections` condition in `getRankProximity` (originally
introduced as `Sec->Live` in https://reviews.llvm.org/D61197).
