[FuncAttrs] Always preserve FunctionAnalysisManagerCGSCCProxy

FunctionAnalysisManagerCGSCCProxy should not be preserved if any of its
keys may be invalid. Since we are not removing/adding functions in
FuncAttrs, it's fine to preserve it.
