[include-cleaner] Fix link errors when -DBUILD_SHARED_LIBS=ON

Fixed ppc buildbot https://lab.llvm.org/buildbot/#/builders/121/builds/24273 which is using `-DBUILD_SHARED_LIBS=ON`.
