[clang][ThreadSafety] Skip past implicit cast in `translateAttrExpr` 

Ignore `ImplicitCastExpr` when building `AttrExp` for capability
attribute diagnostics.

Fixes: https://github.com/llvm/llvm-project/issues/92118.
