[InstCombine] Fold icmp eq of non-inbounds geps 

We can fold equality comparisons of non-inbounds geps to offset
comparison (https://alive2.llvm.org/ce/z/x2Zp8b). The inbounds
requirement is only necessary for relational comparisons.
