[scan-build] fix warnings emiited on LLVM Analysis code base

Fix "Logic error" warnings of the type "Called C++ object pointer is
null" reported by Clang Static Analyzer on the following files:

lib/Analysis/ScalarEvolution.cpp,
lib/Analysis/LoopInfo.cpp.
