[IRBuilder] Move CreateNeg() to fold API 

Remove the CreateNeg() method from IRBuilderFolder and base it on
CreateSub(0, V) instead, which will call FoldNoWrapBinaryOp().

May not be NFC if InstSimplifyFolder is used.
