[mlir][Tensor] Drop SplitPaddingPatterns. 

These old patterns are not in use in either MLIR or downstream projects except for one test.
Additionally this is redundant with logic in the tensor.pad tiling implementation.

Drop SplitPaddingPatterns to reduce entropy.
