[RISCV] Don't try to use fli.h with Zfa+Zfhmin.

fli.h requires Zfh or Zvfh. We need to check for this in
isFPImmLegal. Zvfh support will come in another patch.

I had to split the test file because there are other issues with
Zfhmin and some intrinsics.
