[Hexagon] Remove HexagonVectorCombine::simplify 

This patch fixes:

  llvm/lib/Target/Hexagon/HexagonVectorCombine.cpp:1554:6: warning:
  ‘llvm::Value*
  {anonymous}::HexagonVectorCombine::simplify(llvm::Value*) const’
  defined but not used [-Wunused-function]
