[mlir][vector] Use DenseI64ArrayAttr for ExtractOp/InsertOp positions 

`DenseI64ArrayAttr` provides a better API than `I64ArrayAttr`. E.g., accessors returning `ArrayRef<int64_t>` (instead of `ArrayAttr`) are generated.
