[AMDGPU] Lower __builtin_amdgcn_read_exec_hi to use amdgcn_ballot (#69567) 

Currently __builtin_amdgcn_read_exec_hi lowers to llvm.read_register,
this patch lowers it to use amdgcn_ballot.
