[clang-tidy][NFC][DOC] Add missing HICPP rule id's (#72553)

Add HICPP rule identities to the documentation for
`hicpp-avoid-c-arrays` and `hicpp-no-assembler`.

Includes an update of `hicpp-avoid-goto` to look like other aliased
checks.
