[compiler-rt] Don't redefine LLVM_COMMON_CMAKE_UTILS if it's defined (#66761) 

If we are building compiler-rt inside llvm-x.y.z.src directory, we
should not redefine LLVM_COMMON_CMAKE_UTILS.
