[SVE] Fix TypeSize warning in RuntimePointerChecking::insert

The TypeSize warning would occur because RuntimePointerChecking::insert
was not scalable vector aware. The fix is to use
ScalarEvolution::getSizeOfExpr to grab the size of types.
