Remove a stale FIXME comment; NFC 

Also regenerates the AST matcher documentation. This matcher is tested
in TEST(HasImplicitDestinationType, MatchesSimpleCase) and
TEST(HasImplicitDestinationType, DoesNotMatchIncorrectly) in
ASTMatchersTraversalTest.cpp.
