[BOLT][CMAKE] Remove CMake 3.13.4 incompatible parameter

Remove `TYPE BIN` parameter that is introduced in CMake 3.14 and revert back to
the equivalent compatible form `DESTINATION ${CMAKE_INSTALL_BINDIR}`.
