[PATCH] Change cpu_up and co from __devinit to __cpuinit

Compiling the kernel with CONFIG_HOTPLUG = y and CONFIG_HOTPLUG_CPU = n
with CONFIG_RELOCATABLE = y generates the following modpost warnings
