dts: socfpga: Add sysmgr node so the gmac can use to reference

 dts: socfpga: Add DTS entry for adding the stmmac glue
layer for stmmac.] references the sysmgr through its phandle. This patch
adds the appropriate sysmgr node for the gmac to use.
