Since std::condition_variable::wait can wakeup spuriosly we need to
pass a predicate to wait.

and turn it on by default in CI. Check if pmreorder >= 1.9
- it guarantees reliable output.

windows: do not use U_FORTIFY_SOURCE before D_FORTIFY_SOURCE

windows compiler will override D_FORTIFY_SOURCE with U_FORITY_SOURCE

based on all our defined dockerimages.

it's required for OSes that we won't push or store on DockerHub.

Fix windows warnings and enable WX

Also, disable check_whitespace for Windows (it does not work) and
run enable DEVELOPER_MODE for windows on GHA.
