it's required for OSes that we won't push or store on DockerHub.

Fix windows warnings and enable WX

Also, disable check_whitespace for Windows (it does not work) and
run enable DEVELOPER_MODE for windows on GHA.

basic_string: add constructor with view parameter

- test string_view cons
- test new template operator=

- add constructor that implicitly converts parameter to view string
- add template assignment operator for basic_string

It causes parsing error and it is not required to
have detail class documented.
