If the user doesn't have the permission to create a directory we
now log an error.

If Server is shut down, Keyman Developer now handles this better
and offers to restart it in UI interactions, and backs out quietly
in non-UI processes.

In rare circumstances, Keyman Developer can crash during startup if you
try and switch back to a tab which is not yet available
(Ctrl+Shift+Tab).

Fixes #6928.
