Web set keyboard api fix

Also fixes issues with the Toggle UI displaying for API-disabled controls.

Inlined the old setDfltKeyboard() method that was only ever used in one place and was not part of the API.

Fixes an issue where the default keyboard could not be set on page load if a different keyboard was triggered to load asynchronously.

Rename embedded artifact to keyman.js

Android projects are expecting the web embedded artifact to be named keyman.js instead of keymanweb.js

[Fix] Disabled element reformatting no longer occurs on desktop implementations.

Remove build number from embedded artifacts

Now that the CI build server publishes web (output) and embedded artifacts, the build.bat file can be updated to leave the build number out of artifact names.

Fix SPACEBAR and ENTER key on external keyboard

Removed dead condition from the OSK's default keymapping function, swapped from using raw numbers to keycode references.

Fix for sillsdev/keyman/issues/12 where SPACEBAR and ENTER key on an external keyoard weren't registering a keystroke.

Disables touch-based behavior on desktops/laptops

Disables touch-based behavior when KeymanWeb cannot detect a supported path for handling touch.  (When it gives up and says "It's a desktop.")

Fix for console log error; one variable was improperly located.

Dynamic input removal, other bookkeeping

Requested refactoring complete; also changed a return type on a new method to boolean to facilitate any future optimization code.

Fixed the re-added element problem, but found a new one:  already-added elements don't reposition properly upon a text element resize (Triggered by language change, at minimum).

Consolidated timeout/updateInput code; the inputs now work and arrange themselves properly UNLESS readded to the page, which is the one remaining issue at the moment.

Merge embedded build path

Shifted the definition of compile path information for use by all routes through the batch file (error from prior version).

Also created internal constants for the source and output folders.  The relative paths have been stress-tested under various conditions and are all stable.

May not handle the BUILD variable properly and doesn't yet have constants for the relative path directories.
