Install nrc.en.mtnt.model.kmp as default dictionary

* Allow the kmp to be installed if the lexical model doesn't exist
* Modify PackageActivity to silently install kmp files without user confirmation on welcome.htm page
* Fix package ID extracted from `.model.kmp` files to not include `model`.
