fix(android): Investigate lm-layer compatibility issues 

This is a follow-on to #2358 to get Keyman keyboards to load for older Android devices (API 19-23).

* Update default nrc.en.mtnt.model to version 0.1.3 (SMP characters removed)
* Fix undefined console error
