Also fix some links in the README to point to local files or at least
the main branch rather than the old master branch.

Also fix website API doc link generation, links prior to 3.5.4 are not
valid (that is when we started publishing the unidoc properly so that it
gets picked up by javadoc.io and the like).

The previous link is no longer working.

Chisel 3.5.4 predates Scala 2.13.10 so the plugin is not published for 2.13.10.

2.13.9 has a binary compatibility regression so should be avoided.

We no longer meet on Tuesdays, only Mondays.

repository:

    https://github.com/chipsalliance/firrtl-spec



All git history (excluding binary updates to spec.pdf) have been
migrated to the new repository.

As the chisel3 compiler plugin is now required, we can delete unused
code for reflective autoclonetype as well as the noPluginTests.

Include plugin in instructions since it will be required in 3.5.
Also make sure the example actually works.
