Make fromBits work with types other than UInt (#424) 

* Make fromBits work with types other than UInt

* Oops, left in a println

* Add test for truncation/expansion

* Fix stuff that broke when FixedPoint fromBits PR was merged.

* Use .BP shorthand added in previous PR
