(encore) Builder: use LazyLogging.logger.warn to print elaboration message (#1670) 



* Builder: use LazyLogging.logger.warn to print elaboration message

* add deprecation for chisel3.internal.ErrorLog.info.

* add test to check elaboration message still exist.
