Change of FIRRTL semantics!

Assignments to a register are no longer affected by enclosing when
statements:

when p :
  reg r : UInt,clk,reset
  r := a

will lower to:

reg r : UInt,clk,reset
r := a

instead of:

reg r : UInt,clk,reset
when p : r := a
