Make unittests that used BasicTester and TesterDriver to use MFC

Adds temporary support for a version of `runExpectingSuccess` and
`runExpectingFailure` that look at the stderr content
Some tests required editing to get them to run
cleaned up imports in last file set
Fixed up dir mix-up in ModuleSpec
Ignored some tests that need to be re-written for circt based system
Another batch of tests fixed up to use circt ChiselStage
made the dataview and D/I tests work by
providing access to chisel3 chirrtl generation and annos
