Add ClockGate intrinsic (#3209)

Add the `circt.clock_gate` intrinsic. This is not yet used anywhere and
has no impact on existing code. Also move CIRCT-specific tests into a
`circt` subpackage of `chiselTests.util` to reflect the main package
structure.
