Rm loadMemoryFromFile from Deprecated Roadmap, NFC (#2974) (#2975)

Remove loadMemoryFromFile (and implicitly loadMemoryFromFileInline) from
the non-exhaustive list of deprecated things in the Roadmap.  This is
now planned to be supported by MFC [1].
