Deprecate ChiselStage$.elaborate (#3160) 



Deprecate ChiselStage$.elaborate as this exposes internal Chisel APIs,
namely "chisel3.internal.firrtl.Circuit".  Replace usages of this in
tests with emitCHIRRTL.
