Build fixes around CFLAGS et al. 

- Split CFLAGS and CPPFLAGS, and LDFLAGS and LDADD/LIBADD.
- test/unit now respects CPPFLAGS and LDFLAGS.

Closes #1232. Thanks to Greg Troxel.
